***OFFICIAL RULES***
Entries
1.No purchase necessary. 
2.Available to all Ages. This contest is void where prohibited by law.
3.One valid entry per artist.
4.All entries must be two dimensional pieces of art, such as, but not limited to: a painting or drawing.  Photos will not be accepted beyond October 27th at 5:15 pm. 
5.Only the creator of the artwork may submit the image as an entry.  
6.Artists may submit an entry from September 23, 2014, through December 1st, 2014. 
7.Artists grant to the Anchorage Centennial Committee (“ACC”), the Municipality of Anchorage (“MOA”), and KTUU-TV the right to use and publish their proper name and state online and in print, or any other media, in connection with the contest.
8.KTUU-TV reserves the right to use any and all information related to the contest, including information on contestants obtained through the contest, for marketing purposes or any other purpose, unless prohibited by law. 
9.Artists agree to abide by these Official Rules and by the decisions of the contest commissioners, which are final on all matters pertaining to the contest. 
10.ACC, MOA, and KTUU-TV reserve the right to change the rules at any time.
11.UPICKEM and KTUU-TV are not responsible for Internet crashes or slowdowns caused by network congestion, viruses, sabotage, satellite failures, phone line failures, electrical outages, natural disasters or acts of man or God.

Voting
12.The voting period for all approved submissions begins December 1st, 2014, at 12:01 a.m., and ends December 31, 2014, at 11:59 p.m. AKST. All submissions will be approved by a representative from KTUU and ACC before they are eligible to compete.
13.Each voter may cast only one vote. Each voter may only register for one account. If multiple accounts are detected for a single voter, the accounts will be disabled and votes disqualified. 
14.Automated voting is not allowed and will result in votes being voided.
15.Employees of KTUU-TV, its respective parent, affiliates, subsidiaries, advertising sponsors and promotional agencies, and the immediate family members of each are not eligible. 
Prizes 
16.People's Choice Award. The voters select the People’s Choice Award. The entry with the highest number of votes wins the People’s Choice Award. The winner receives a $1,000 USD prize. 
17.Mayor's Choice Award. The sitting Mayor of Anchorage selects the Mayor’s Choice Award. The winner receives a $750 USD prize.
18.First Lady's Choice Award. The spouse of the sitting Mayor of Anchorage selects the First Lady’s Choice Award. The winner receives a $500 USD prize. 
19.Anchorage Centennial Committee Choice Award. The Anchorage Centennial Advisory Committee selects the Anchorage Centennial Committee Choice Award. The winner receives a $500 USD prize. 
20.ACC, MOA, and KTUU-TV reserve the right to substitute any prize with a prize of equal or greater value. 

Notification
21.Winners will be notified by email. All results posted are unofficial until winners respond to e-mail notification.
22.If a winner is unreachable after seven (7) days, or if that winner is unavailable for prize fulfillment, an alternate winner will be selected. 
23.If an eligible winner for a prize cannot be found, that prize will not be awarded. 
Conditions for Winning Entries 
24.The ACC and the MOA will have the right to reproduce and sell any winning entry until December 31, 2015. No further sales of the reproduced artwork by the ACC or the MOA will occur after December 31, 2015. Reproduction of a winning image may include, but is not limited to: posters, clothing, and buttons. 
25.The proceeds from the sale of any reproduction of a winning image will go to the ACC MOA. The creator of the winning entry will not receive any proceeds from the reproduction or sale of the winning entry from the ACC or the MOA.   
26.The Municipality of Anchorage and the Anchorage Centennial Committee can make changes to the winning entries. Changes may include, but are not limited to cropping, toning, or reproduction on a different medium. 
27.Each winner must pay all federal, state and local taxes associated with the prize they win. Each winner will be required to complete an IRS W-9 form. The MOA can withhold a prize until the winner submits a completed IRS W-9 form. Winners need to submit a completed IRS W-9 form to the MOA within 30 days of being notified of their win. The winner will be paid within 30 days of submitting a completed IRS W-9 form. 
28.Each winner, by acceptance of the prize, agrees to release all sponsors, and their parent and subsidiary companies, their officers, directors, employees, agents, shareholders, affiliates, suppliers, distributors, and advertising agencies from all liability, claims, or actions of any kind whatsoever for injuries, damages, or losses to persons and property which may be sustained in connection with the receipt, ownership, or use of the prize.
